Why Exclude Us? Embu Governor Fires Back at Ruto Over Missing Gender Rule in 10-Point Deal

Embu Governor Cecily Mbarire, who also chairs the ruling UDA party, has openly questioned President William Ruto. She challenged him on why the two-thirds gender rule was left out of the key report on the 10-point agenda shared between UDA and ODM.

The two-thirds gender rule comes from Kenya's 2010 Constitution. It says no more than two-thirds of any elective or appointive body should be of the same gender. 

This means women must take at least one-third of seats to promote equality. For years, leaders have promised action, but Parliament has failed to pass laws that make it real.

The 10-point agenda is the framework for the new UDA-ODM partnership.It covers big issues like governance reforms, economic plans, and inclusivity.

Many expected the gender rule to be a top priority, especially since the first item in related talks often focuses on women's representation.ODM leaders have pushed hard for its full implementation, linking it to International Women's Day and NADCO recommendations.

But when the latest report came out, the gender rule was noticeably missing or downplayed.This sparked strong reactions.

Governor Mbarire, a senior woman in Ruto's camp, did not stay silent,she asked why such an important constitutional promise was ignored in the joint plan. Her words carried weight because she leads UDA and has long supported women's roles in politics.

Many women leaders and activists backed her stand. They said leaving out the gender rule sends a wrong message about commitment to equality.

Supporters of the agenda argued it is covered under broader inclusivity or NADCO plans.Still, Mbarire's challenge highlighted growing pressure on the government to act.
