Meet Most Performing PSs Under Ruto's Govt According To Latest Report



Interior Principal Secretary Raymond Omollo has been ranked the best-performing PS in the country, according to the latest Politrack Africa survey released on Friday, December 5, 2025.

Omollo topped the evaluation with an impressive score of 69.7%, tying with Sports PS Elijah Mwangi, who posted an equal performance in the annual assessment.

The 2025 survey evaluated 20 Principal Secretaries across various ministries, using a detailed scoring framework that measured effectiveness, innovation, accountability.

And strategic leadership. State Department for TVET PS Dr. Esther Muhoria emerged third with 67.2%.

Politrack Africa noted that Omollo’s State Department for Interior and National Administration excelled.

 In Core Mandate Delivery, particularly in meeting ministerial targets, enhancing budget absorption, and improving service delivery.

The department’s reforms in administrative processes, reduction of bureaucratic delays.

 Strengthened citizen-facing services contributed significantly to his top ranking.

Under Strategic Leadership and National Impact, Omollo was recognised for aligning departmental initiatives .

With national development agendas, including the Bottom-Up Economic Transformation Agenda (BETA) and Vision 2030.

His involvement in security enhancement programmes, community policing, and inter-agency

Has been a coordination that highlighted as pivotal to the department’s strength to the nation. 

Innovation and digital transformation also boosted his score.

 The Interior Ministry rolled out key digital platforms to automate operations, track service delivery, and expand public access to information. 

The adoption of data-driven planning tools and workflow re-engineering improved efficiency and reduced redundancies across the ministry.

On Integrity and Public Accountability, the department maintained clean audit outcomes, strengthened internal controls, and promoted ethical conduct and staff development.

 These efforts reinforced public trust and demonstrated commitment to transparent governance.

Other top-performing PSs included Charles Hinga (Housing and Urban Development) with 65.5%, Amb. Prof. Julius Bitok (Basic Education) at 64.1%, and Dr. Jane Kere Imbunya (Public Service and Human Development) with 62.8%.

Politrack Africa’s methodology incorporated quantitative data from government reports (60%), PS portfolio reviews (30%), and stakeholder feedback (10%), ensuring a balanced assessment of performance and overall public impact.
