"Tulijua Serikali Itaiba" Kabando Comes Out Gun Blazing As He Alleges This Amid Looting Of SHA Funds

Former Mukurweini Member of Parliament Kabando wa Kabando has claimed that the ongoing controversy surrounding the Social Health Authority (SHA) was predictable under the administration of President William Ruto.

Kabando argues that concerns over the safety of public funds were raised long before the health financing reforms were rolled out. 

He links the current crisis to long-standing warnings issued by labour leaders and governance critics during the early years of Ruto’s political rise.

According to Kabando, the Central Organisation of Trade Unions Secretary General Francis Atwoli had consistently cautioned that key public institutions would be exposed to misuse of funds if power was concentrated in the wrong hands. Kabando says those warnings are now playing out through the SHA turmoil.



The former legislator believes the restructuring of health financing was rushed without adequate safeguards to protect workers’ contributions. He insists that the system created room for abuse by senior officials who answer directly to the executive.

Kabando further claims that individuals tasked with overseeing SHA operations are acting under instructions from higher offices. In his view, the problem is not limited to administrators but reflects a broader failure of leadership and accountability at the top of government.

He has also criticised what he describes as the normalisation of scandals involving public money. Kabando warns that repeated cases of alleged looting are eroding public trust in state institutions and weakening confidence in national reforms.
